Normally, a <br /> zoning change must be made by a rezoning ordinance passed by the County Council after <br /> review by the Planning Commission. The current wording of Section 25-2-45 reads as <br /> follows: <br /> <br /> "Section 25-2-45. Nonsignificant zoning changes. <br /> <br /> The director may administratively grant any nonsignificant zoning change.
