S56 Q~ <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT(S) <br /> WHEREAS, the Third Annual Hilo Inter-Tribal Pow Wow will be held at the Wailoa <br /> River State Pazk on May 24-26, 2008; and <br /> WHEREAS, this free event is amulti-faceted, Native American celebration and <br /> educational program that fosters an understanding and connection with the community through <br /> <br /> music, dance, storytelling, food, and crafts in a family oriented, drug and alcohol free <br /> environment; and <br /> WHEREAS, this event is the only opportunity for the 25,000 Native Americans who live <br /> in Hawaii to share their culture with others on the Big Island; and <br /> WHEREAS, last year's Hilo Inter-Tribal Pow Wow had over 20,000 people in attendance <br /> with an estimated 500 to 1,000 participants coming from the neighbor islands, and some as far <br /> away as Germany and Australia; and <br /> WHEREAS, the Federation of American Natives is working in partnership with the Big <br /> Island Resource Conservation and Development Council, Inc., a 501(c)(3) nonprofit organization; <br /> and <br /> WHEREAS, funds are needed to help defray the cost for pazk rental, security, liability <br /> insurance, portable toilets, a community shuttle bus, and hosting invited youth groups; and <br /> WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to the <br /> Department of Research and Development to be used towards the Third Annual Hilo Inter-Tribal <br /> Pow Wow; now, therefore, <br /> <br />
