~~v,w <br /> t~ <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 546 08 <br /> <br /> A RESOLUTION RECOMMENDING A MINIMUM FUEL-EFFICIENCY STANDARD <br /> OF 35 MILES PER GALLON FOR HIGHWAY DRIVING, AS MEASURED BY THE <br /> <br /> ENVIRONMENTAL PROTECTION AGENCY, FOR PASSENGER VEHICLES <br /> <br /> PURCHASED BY THE COUNTY. <br /> WHEREAS, the Hawaii County Council acknowledges that Hawaii County should <br /> <br /> take the lead in the effort to reduce the county's dependence on fossil fuels and other imported <br /> <br /> resources for electrical energy and transportation; and <br /> WHEREAS, the Hawaii County Council endorses a reduction in overall use of energy <br /> <br /> through efficiency measures; and <br /> WHEREAS, the Congress of the United States recently enacted H.R. 6 -Energy <br /> Independence and Security Act of 2007, which was signed into law by President Bush on <br /> December 19, 2007; and <br /> WHEREAS, the Energy Independence and Security Act of 2007 raises the Corporate <br /> Average Fuel Economy (CAFE) standards for cars and light trucks, including SUVs, to an <br /> average of 35 miles per gallon by 2020; and <br /> WHEREAS, the federal Department of Transportation will begin to increase the CAFE <br /> standards annually starting in 2011, and fuel efficiencies of 35 miles per gallon will become the <br /> new industry standard for vehicles; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that all <br /> future passenger vehicles purchased for the County fleet have minimum average mileage ratings, <br /> as measured by the Environmental Protection Agency, of 35 miles per gallon for highway <br /> driving. <br /> BE IT FURTHER RESOLVED that the mayor assign qualified administrative <br /> <br /> personnel to monitor the performance of the first 10 new fuel-efficient vehicles purchased, in <br /> order to determine the overall cost-benefit of this purchase for the county, and that the mayor <br /> <br /> report the results of this cost-benefit analysis to the council prior to submission of the fiscal year <br /> 2008-09 Operating Budget on March 1, 2009. <br /> <br />
