~~v,w t~ COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 546 08 A RESOLUTION RECOMMENDING A MINIMUM FUEL-EFFICIENCY STANDARD OF 35 MILES PER GALLON FOR HIGHWAY DRIVING, AS MEASURED BY THE ENVIRONMENTAL PROTECTION AGENCY, FOR PASSENGER VEHICLES PURCHASED BY THE COUNTY. WHEREAS, the Hawaii County Council acknowledges that Hawaii County should take the lead in the effort to reduce the county's dependence on fossil fuels and other imported resources for electrical energy and transportation; and WHEREAS, the Hawaii County Council endorses a reduction in overall use of energy through efficiency measures; and WHEREAS, the Congress of the United States recently enacted H.R. 6 -Energy Independence and Security Act of 2007, which was signed into law by President Bush on December 19, 2007; and WHEREAS, the Energy Independence and Security Act of 2007 raises the Corporate Average Fuel Economy (CAFE) standards for cars and light trucks, including SUVs, to an average of 35 miles per gallon by 2020; and WHEREAS, the federal Department of Transportation will begin to increase the CAFE standards annually starting in 2011, and fuel efficiencies of 35 miles per gallon will become the new industry standard for vehicles; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that all future passenger vehicles purchased for the County fleet have minimum average mileage ratings, as measured by the Environmental Protection Agency, of 35 miles per gallon for highway driving. BE IT FURTHER RESOLVED that the mayor assign qualified administrative personnel to monitor the performance of the first 10 new fuel-efficient vehicles purchased, in order to determine the overall cost-benefit of this purchase for the county, and that the mayor report the results of this cost-benefit analysis to the council prior to submission of the fiscal year 2008-09 Operating Budget on March 1, 2009.
