Angel Pilago Council Member RE: Proposed Amendment to Bill 236 (R mg to Amending finance No. 96-8 by Amending the portion of Condition L.4 Relating to the Construction of a Barricade or Breakaway Gate to Prevent the Use of Haleki`i Street as a Vehicular Thoroughfare prior to the opening of the entire Mamalahoa Bypass) Attached is a proposed amendment to Bill 236. Bill 236 was submitted via Communication No. 997 dated January 29, 2008, from Mayor Harry Kim. The proposed amendments outline mitigation measures that are necessitated as the result of amending the portion of Condition L.4 of Ordinance 96-8 relating to the construction of a barricade or breakaway gate to prevent the use of Haleki`i Street as a vehicular thoroughfare prior to the opening of the entire Mamalahoa Bypass. The proposed amendments to Bill 236 are to existing Condition L.4 and L.5 and to create new Conditions L.6 - L.10, are illustrated via Ramseyer format, and read as follows: "(4) construct the extension of Haleki`i Street through the subject property as generally reflected in Exhibit "B", which phasing of improvements shall be approved by the Department of Public Works. The use of [14alekr i] Haleki` i Street as a public vehicular thoroughfare prior to the opening of the entire [Nilamalakea] Mamalahoa Bypass shall not be allowed prior to the enactment of an ordinance establishing interim controls and mitigation measures; Gomm.
