<br /> <br /> <br /> February 25, 2008 <br /> The Honorable Pete Hoffmann and Council Members <br /> Page 3 <br /> <br /> <br /> Reprioritize the properties authorized for acquisition. <br /> <br /> It is recommended that the County Council review the properties authorized for acquisition, <br /> including PaV o if the Council so desires, and by resolution reprioritize them. Kawa`a should <br /> remain the first overall priority since the County is already in negotiations on the final acquisition at <br /> Kawa`a. The administration would appreciate direction from the Council in the prioritization of the <br /> rest of the parcels. <br /> <br /> Management and Stewardship <br /> <br /> With the purchase of new land, especially land that is being acquired for preservation, comes the <br /> responsibility for management and good stewardship. As you know, the County is not set up to <br /> manage large tracts of undeveloped land. <br /> <br /> I welcome the Council's input and recommendation on how to best handle this new responsibility. <br /> My recommendation to the Council is that consideration be given to amending the County Code to <br /> allow for the use of money in the Public Access, Open Space and Natural Resources Preservation <br /> Fund for management and stewardship of acquired lands. The Code at present recognizes the need <br /> for stewardship, but it does not allow the use of resources from the Fund to cover this. Allowing a <br /> certain amount or percentage of money in the Fund to be used to care for the lands acquired would <br /> help ensure that the County meets its responsibilities and cares for the precious land we are <br /> preserving for Hawai`i's people of today and tomorrow. <br /> Conclusion <br /> <br /> Again, I would like to thank the hard-working members of the Public Access, Open Space and <br /> Natural Resources Preservation Commission for their dedicated work.
