REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> <br /> DATE: February 20, 2008 Re: Comm. 1002Bi11239 <br /> <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 2:00 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill 239, reports as follows: <br /> Bill 239, transmitted via Communication 1002 from Mayor Harry Kim, dated February 1, 2008, <br /> presents a Change of Zone Request by JIN SOO and RAN HUI IIDA, at Waiakea Homestead <br /> House Lots, South Hilo, Hawaii, TMK: 2-2-40:121. <br /> Bill 239 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District Classification <br /> from Single Family Residential 10,000 square feet (RS-10) to Neighborhood Commercial 20,000 <br /> square feet (CN-20) at Waiakea, South Hilo, Hawaii. <br /> Communication 1002 reports that the Hawaii County Planning Commission, as required by <br /> Chapter 4, Sec. 6-4.3(C), Hawaii County Charter, considered the above request on December 7, <br /> 2007. The Commission did not concur with the Planning Director's reasons for recommending <br /> an unfavorable consideration of the change of zone. Communication 1002 transmits the <br /> Planning Commission's findings and favorable recommendation: <br /> 1. The subject property is located along the west side of Kilauea Avenue, approximately <br /> 420 feet south of the Kilauea Avenue-Puainako Street intersection, Waiakea Homestead <br /> House Lots, South Hilo, Hawaii. <br /> 2. Applicants are requesting a change of zone from Single Family Residential - 10,000 <br /> square feet (RS-10) to Neighborhood Commercial - 20,000 square feet (CN-20), for a <br /> parcel of land consisting of approximately 23,559 square feet. <br /> 3. Applicants are proposing to convert an existing 768 square-foot, 1-bedroom/1-bathroom <br /> dwelling into a beauty salon and relocate their business, Lani's Beauty Salon, currently <br /> located at the Puainako Town Center, to this new location. <br /> 4. The estimated cost of the project renovation would be $30,000 and would include four <br /> (4) sitting chairs in the living room, converting the bedroom into a waxing room, and <br /> providing four (4) parking stalls. <br /> PC Report No. 71 <br /> <br />
