REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> <br /> DATE: February 20, 2008 Re: Comm. 1013/Bi11244 <br /> <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill 244, reports as follows: <br /> <br /> Bill 244, transmitted via Communication 1013 from Emily Naeole, Council Member, dated <br /> <br /> February 6, 2008, transmitting an ordinance amending Ordinance 07-170 establishing a new <br /> <br /> article relating to a Hawaii County Cultural Resources Commission. <br /> Communication 1013 reports that the amendments to Ordinance 07-170 relate to a new article <br /> establishing term requirements for commission members, specifying that historic properties are <br /> <br /> to be over 50 years old, and other minor grammatical corrections. <br /> <br /> At the February 20, 2008 Committee on Planning meeting, Ms. Tomoe Nimori presented <br /> <br /> testimony in support of Bill 244. <br /> Council Member Ford noted she would prefer that the 50-yeaz old definition of historic <br /> properties be increased to 100 years of more. Council Member Naeole stated she would be <br /> flexible with respect to the number of years. Planning Director Yuen noted that 50 years is <br /> consistent with what is used by the State and that the definition that historic properties are to be <br /> at least 50 years old did not mean that a property is automatically historic if it's 50 years old or <br /> more. Mr. Yuen said it simply means if the property is over 50 years old, it can proceed through <br /> the determination process to be designated as such. Mr. Yuen also made note of the Cultural <br /> <br /> Resource Commission's role as being "advisory." <br /> PC Report No. 73 <br /> <br />
