The Hawai'i County Council has shown their commitment to addressing the domestic violence problem by also providing the funding, out of their the Clerk Council Services - Council Contingency Relief account, for this position. Enclosed is a resolution creating a Program Manager, SR-24, position specifically for the community violence program within the Office of the Prosecuting Attorney. A new generic class specification for the "Program Manager" position has been established by the Department of Human Resources and states that this position is located at the departmental or division level, with responsibility to oversee and/or to plan, develop, implement, and evaluate activities for one or more of the department's programs. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): Council Resolution #303 07 affirmed the need for a permanent position to focus on community violence and related issues in the County of Hawaii. The Prosecutor's Office had a similar grant funded position that ended in the mid 1990's. that person coordinated interagency meetings, researched, and implemented systems to better address domestic violence. When the funding lapsed, the Family Violence Advisory Commission was formed to continue those efforts, but the Commission has not met for more than three years. In the meantime, violence in our community has not abated. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. No. Long term planning and oversight of those plans are necessary to have any meaningful impact on community violence. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): Having a position dedicated to addressing the issues surrounding the personal health and safety of our citizens is much more effective than expecting existing staff to add those responsibilities onto their already heavy workloads. This new position would expand the focus from partner violence to include child sexual assaults and physical abuse, elderly abuse and exploitation, etc. New Position Form Page 2 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) The Family Violence Advisory Commission was one alternative that was attempted and ultimately deemed and unsuccessful segue. Technological changes are not applicable as the position requires establishing positive relationships and personal interactions with government and private agencies, community leaders and members of the public. 5. Why were manpower needs not planned through budgetary process? Support for the permanent position gradually became better defined and articulated by different people and agencies over the last year. In response, Resolution 303-07 affirmed Council members' commitment of a portion of their contingency funds to the new position with the understanding that the Prosecutor's Office would budget for the position in subsequent fiscal years. 6. List other rationale or pertinent statements and data: Interpersonal violence is an on-going problem and this position could influence positive changes. Throughout the state, there are murders almost every year that involve people in a relationship. Could those deaths have been prevented if the community were more concerned and aware of the issues? Was there something the criminal and civil systems could have done differently to protect children who were damaged by their parents? More in-depth review of the community's and system's responses is critical to improved safety. The Child and Domestic Violence Death Reviews preliminarily show that many of the murder victims and defendants had contact with criminal justice or civil restraining order systems prior to the homicides. Some child homicides or sexual assault victims had the criminal justice or child welfare system involved with their families previously. Monitor progress, evaluate, and amend measurable objectives as necessary to promote an effective response to community violence.
