Further more, we believe that all the <br /> measures listed in the resolution must be implemented before the Hokulia bypass is <br /> opened to the commuting public. Most important of these is that traffic calming devices, <br /> physical barriers, such as serpentines, chokers and speed tables be installed for the safety <br /> of local residents who must enter onto Ali. These physical barriers are present 24 hours <br /> a day in all weather and definitely more effective than signs and occasional police <br /> presence. <br /> <br /> Serpentines are used effectively and commonly in Europe where highways pass through <br /> towns, slowing the highway traffic to approximately 30 MPH through the town.
