Section 11-7(d), relating to Results of Election, is amended to read as follows: <br /> <br /> "(d) Ordinances passed using Article XI, Initiative and Referendum, <br /> shall not be repealed or amended for at least [31 three years from <br /> the date of election approval, except by a two-thirds vote of the <br /> Hawaii County Council." <br /> <br /> <br /> 5. SECTION 5, the effective date clause, is amended to read as follows: <br /> <br /> "SECTION 5. The charter amendment proposed in this ordinance shall <br /> take effect upon its approval by a majority of voters [voting legislation] <br /> in the 2008 general election." <br /> <br /> <br /> A copy of the proposed draft is attached with proposed amendments incorporated.
