+tV as yt~ <br />COUNTY OF HAWAII <br />• ~J. ~ <br />~l~•i. • ° <br />RESOLUTION NO. 622 <br />STATE OF HAWAII <br />08 <br />A RESOLUTION REQUESTING THE COUNTY OF HAWAII MASS TRANSIT <br />AGENCY TO CREATE A PARTNERSHIP WITH THE STATE OF HAWAII <br />DEPARTMENT OF TRANSPORTATION TO DESIGN AND CONSTRUCT PARK <br />AND RIDE FACILITIES AT DESIGNATED SITES ALONG STATE <br />HIGHWAY 130 AND STATE HIGHWAY 137 WITHIN COUNCIL DISTRICT 5. <br />WHEREAS, the County of Hawaii Mass Transit Agency created kokua zones to allow <br />for free use of the County busing system; and <br />WHEREAS, since the creation of the kokua zones, ridership has more than doubled; and <br />WHEREAS, approximately seven buses a day travel through Council District 5 from <br />Kalapana along State Highway 137 through Pahoa, past the Maku`u Farmer's Market along State <br />Highway 130, into Kea`au Village, and then into Hilo; and <br />WHEREAS, these buses have an average occupancy of 83 percent; and <br />WHEREAS, approximately 325 riders board or exit the bus on a daily basis within <br />Council District 5; and <br />WHEREAS, riders of the bus must stand alongside State Highways 137 and 130 to wait <br />for the bus to stop and pick them up on the shoulder of the highway; and <br />WHEREAS, the lack of sufficient pullout areas causes traffic to back up when the bus is <br />stopped for the loading and unloading of passengers; and <br />WHEREAS, passengers awaiting transportation are in close proximity to passing <br />vehicles creating the potential for traffic accidents; and <br />WHEREAS, rider information tracked by the Mass Transit Agency shows that the <br />communities of Kalapana, Pahoa, Kea`au and the Maku`u Farmlot Subdivision near Ainaloa <br />Subdivision have ridership numbers that warrant the construction of park and ride facilities that <br />consist of parking lots and/or bus shelters; now, therefore, <br />BE IT RESOLVED BY TAE COUNCIL OF THE COUNTY OF HAWAII that the <br />Mass Transit Agency is requested to enter into a partnership with the State of Hawaii <br />Department of Transportation to identify locations within the communities of Kalapana, Pahoa, <br />Kea`au and the Maku`u Farmlot Subdivision near the Ainaloa Subdivision for the design and <br />construction of park and ride facilities; and ~ • ' <br />,• <br />, •:~ .. <br />
