Some of the changes to ARTICLE XI are: <br /> <br /> 1. Has new guidelines for verifying signatures. <br /> 2. That the total of qualified signatures is 10% of the voters who voted in the last Mayoral election. <br /> 3. The ballot question is written by the Petitioners committee. <br /> 4. The petition circulators need to sign a statement but not get the petitions notarized. <br /> 5. Defines when the measure becomes law. <br /> 6. The chronological order of the new amendment. <br /> 7.
