GOALS AND OBJECTIVES <br /> <br /> OVERALL GOAL OF KOKUA KA'U PROJECT: <br /> REDUCE JUVENILE DELINQUENCY <br /> WHILE ENHANCING THE SKILLS THAT ARE NECESSARY <br /> TO LIVE SUCCESSFULLY IN TODAY'S WORLD <br /> <br /> The goal of this program is to reduce incidents of juvenile delinquency in the Ka'u District. The <br /> priority risk factors are Extreme Economic Deprivation and,4eademic Failure beginning in Late <br /> Elernentar, School. The objectives of this grant proposal are: <br /> • to increase youth participation in constructive skill-building activities; <br /> • improve school behavior and performance. <br /> • increase parental involvement in the lives the young people <br /> The Ka' u Council believes that by engaging the youth and their families in interesting and <br /> worthwhile educational projects, that the goal of reducing juvenile delinquency will logically follow. <br /> It's better for youth to be in an atmosphere of constructive engagement than at loose ends, and the <br /> in anv community are children with nothing to do. <br /> Since one of the desirable outcomes is to engage the youth in productive activities, then just by <br /> periodically measuring the participation in the program, we will be able to verify the attractiveness of <br /> our projects to the youth. Our objective in this respect will be increasing participation <br /> <br /> Outcomes and Outcome Indicators <br /> <br /> 1. The number of youth participating in constructive, skill building activities will be increased. <br /> The project's goal will be to increase the number of youth participants by 20% per year, using the <br /> participation rate in the fast full year of program operation as a baseline. <br /> <br /> 2. The number of parents participating in program activities with their children will be increased <br /> by 20% per year. using the participation rate in the first full year of program operation as a baseline. <br /> <br /> 3. Youth participants will improve their behavior at school and basic academic skills. <br /> <br /> <br /> a. The number of school offenses by Kokua Ka' u participants in both the middle and high <br /> schools served by the reverse mentoring program will be reduced by 20% per year, for each year in <br /> which the program operates. A baseline figure will be obtained for the 1997-8 school year; subse- <br /> quent years will be compared to this baseline. Participating schools will track the students. <br /> <br /> b. 80% of youth regularly participating in reverse mentoring activities during each academic year <br /> will increase their basic academic skills in the areas of reading, writing, and math as measured by a pre <br /> and post-test SkillsBank4. The computer software, Skifls13ank4 and LearningPlus, include the means <br /> to diagnose the student's performance at the start, as well as providing progressive performance <br /> reports. <br /> 9 <br />
