No. 1061/Bill 259 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> <br /> TIME: 9:30 a.m. <br /> <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> <br /> Communication No. 1061, regarding Bi11259, reports as follows: <br /> Bill 259, transmitted by Corporation Counsel Lincoln Ashida, via Communication No. 1061, <br /> dated Februazy 27, 2008, amends Chapter 2, Article 15, Section 2-91.1(a), Hawaii County Code <br /> 1983 (2005 Edition, as Amended), Relating to Filing of Financial Disclosures by Regulatory <br /> <br /> Employees <br /> <br /> There was no testimony from the public on this proposed amendment. <br /> Corporation Counsel Lincoln Ashida stated the proposed amendment is to correct an oversight <br /> and provide that regulatory employees from the Department of Environmental Management are <br /> <br /> required to file financial disclosures. He further explained that in 2000, the voters of the County <br /> of Hawaii amended the Hawaii County Charter to create the Department of Environmental <br /> Management and certain provisions in the code were not amended as was brought to his attention <br /> by Environmental Management Director Bobbie Jean Leithead-Todd. Corporation Counsel <br /> <br /> Ashida requested the Council's approval of the proposed ordinance. <br /> Council member Bob Jacobson asked Corporation Counsel Ashida if the same filing of financial <br /> disclosures should be required of the Hawaii County Police Department, as it is also a <br /> <br /> regulatory office. Corporation Counsel Ashida acknowledged his question and requested time to <br /> <br /> review and discuss it at a later time. <br /> PWIRC REPORT NO. 62 <br /> <br />
