No. 1061/Bill 259 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 Ehukai Street Kailua-Kona, Hawaii TIME: 9:30 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 1061, regarding Bi11259, reports as follows: Bill 259, transmitted by Corporation Counsel Lincoln Ashida, via Communication No. 1061, dated Februazy 27, 2008, amends Chapter 2, Article 15, Section 2-91.1(a), Hawaii County Code 1983 (2005 Edition, as Amended), Relating to Filing of Financial Disclosures by Regulatory Employees There was no testimony from the public on this proposed amendment. Corporation Counsel Lincoln Ashida stated the proposed amendment is to correct an oversight and provide that regulatory employees from the Department of Environmental Management are required to file financial disclosures. He further explained that in 2000, the voters of the County of Hawaii amended the Hawaii County Charter to create the Department of Environmental Management and certain provisions in the code were not amended as was brought to his attention by Environmental Management Director Bobbie Jean Leithead-Todd. Corporation Counsel Ashida requested the Council's approval of the proposed ordinance. Council member Bob Jacobson asked Corporation Counsel Ashida if the same filing of financial disclosures should be required of the Hawaii County Police Department, as it is also a regulatory office. Corporation Counsel Ashida acknowledged his question and requested time to review and discuss it at a later time. PWIRC REPORT NO. 62
