As you know we are in the process of wrapping up <br /> the draft CDPs for Puna, Kona and Kohala so it is timely that we address the question of <br /> who and how the community will remain involved in the implementation of the plans. <br /> <br /> We appreciate you initiating the effort with a draft ordinance proposal (dated February 5, <br /> 2008) after conversations with me and other staff. Since that time we have conferred with <br /> our staff, the mayor's office, Research & Development staff and others currently <br /> involved in the CDP to obtain feedback since they will be ultimately responsible for <br /> supporting whatever community CDP implementation entity is formed. After <br /> considerable deliberation and discussion, we have drafted an ordinance proposal which is <br /> attached for your consideration. <br /> <br /> Below we have listed the key elements of our proposal and the rationale behind it. <br /> <br /> 1. Ordinance amends Chapter 16, The Hawai'i County General Plan as the CDPs are <br /> "short and middle range" plans that further define the broader goals of the <br /> General Plan. In Sections 1, 2, and 3 we have articulated the relationship of the <br /> CDPs within the context of the broader GP framework and the process for CDP <br /> adoption and amendment.
