Higa, Council Member <br /> DATE: April 24, 2008 <br /> SUBJECT: Transmitting Bill 262, Draft 3 (a proposed charter amendment relating to <br /> establishing an independent audit function with the legislative branch <br /> through of the Office of the Legislative Auditor) <br /> <br /> Attached please find draft 3 of Bill 262, relating to establishing an independent audit <br /> function within the legislative branch through the Office of the Legislative Auditor. ]his <br /> draft contains the amendment to Draft 2 of this bill that was made by the Council during <br /> its meeting on April 22, 2008. <br /> <br /> Specifically, the Council amended SECTION 7 of draft 2 of this bill to provide that <br /> should it be approved by the voters, this Charter amendment shall take effect on <br /> December 1, 2008 at 1:00 pm. As amended, this section now reads: <br /> <br /> "SECTION 7.
