Please LET VOTERS DECIDE IN NOVEMBER about Article XI-Initiative and Referendum- <br /> Bill 257, Draft 2 <br /> --DO NOT make any MORE CHANGES! <br /> <br /> • Vote YES ON Bill 257, Draft 3 PUT THIS MEASURE ON THE BALLOT and let citizens <br /> decide. <br /> <br /> WE SUPPORT this charter amendment and a citizen's right to direct democracy. <br /> <br /> Some of the changes to ARTICLE XI are: <br /> <br /> 1. Uses the name, the month and day of the birthdate and the last four digits of the social <br /> security number to verify signatures. <br /> 2. That the total of qualified signatures is 15% of the voters who voted in the last Mayoral <br /> election. (FYI-Council member Ikeda's amendment changed this from 10% at the 2nd reading- <br /> this makes it harder for citizens to collect signatures to qualify). <br /> 3. The ballot question is written by the Petitioners committee. <br /> 4. The petition circulators need to sign a statement but not get the petitions notarized. <br /> 5. Defines when the measure becomes law. <br /> 6. The chronological order of the new amendment. <br /> 7. That a non-vote has no effect on the issue. <br /> 8. This amendment requires there to be a 2/3 vote of the county council to change the <br /> measure passed by initiative or referendum within 3 years. Why is this important? Because <br /> right now the Mayor has asked the Open Space commission to recommend that the 2% money <br /> be used for maintenance on our parks. This is a betrayal of the voters trust!!
