This is a bill <br /> that will benefit the citizens in every councilman's district. <br /> Citizens should not have unnecessary roadblocks placed in their path to prevent their <br /> signatures from counting such as needing to get the petitions notarized or giving too much <br /> personal information that will put them at risk of identity theft. A person who doesn't <br /> vote on an issue had no opinion and if uninformed on the issue, did not want to vote yes <br /> or no to influence the decision. Why should a non-vote count as a vote? Once the <br /> citizens mount a petition campaign to get something on the ballot and vote on it, why <br /> should the mayor be allowed to change that? This is an abuse of power that can be <br /> tempered by only the council's having the mandate to change something. At least they can <br /> be held accountable by their constituents. We have already seen the mess that was made of <br /> a previous petition when the previous County Clerk chose to omit something.
