Dear Hawaii County Council Member
I was disappointed to learn that Mayor Kim has chosen to veto Hawaii County's Bill 224.
I applaud you for showing true leadership and vision in passing Bill 224. I strongly urge
you continue to show your leadership and override Mayor Kim?s veto. The veto of this Bill
is inconsistent with previous statements and budget priorities relating to health care
made by County Administration. By vetoing Bill 224, Mayor Kim is perpetuating the health
care crisis we are facing today.
Bill 224 is about everyone?s right to breathe clean air and significantly reducing the
toxic litter at our County parks, beaches and recreational facilities. Bill 224 will still
allow individuals to smoke and use tobacco products ? just not at our beautiful parks,
beaches and facilities where keiki and their ohana visit and would like to fully enjoy.
I have worked with tobacco control since its early beginnings as Kauai's first Tobacco
Coalition Coordinator and sat for six years on the Tobacco Trust Fund Advisory Board as
the only neighbor island member. I was also a co-vice chair of the state coaliton with
Dr. Elizabeth Tam. I started Hawaii's first teen coaliton S.H.O.U.T. (Students of Hawaii
Opposing Use of Tobacco) and chaperoned 15 teens from Hawaii (some from the Big Island) to
the first TRUTH Summit in Seattle, WA. We printed the first "Smokers Talk" booklet of
stories of struggles and successes of smokers for four printings. Hawaii should be proud
of its accomplishments in tobacco control. Please take your stand on health for your
citizens.

An article in the paper this week talked about the tons of trash on the beaches of the
world, and how a significant portion of this trash is made up of cigarette butts. By
overriding Mayor Kim's veto you are not only voting to improve the health of the people of
Hawaii, but improving the environment for our people and our visitors.

made by County Administration. By vetoing Bill 224, Mayor Kim is perpetuating the health
care crisis we are facing today.

*Supports precious coastal and marine life by eliminating toxic debris that kill them
*Supports clean, beautiful beaches, parks and recreational facilities for all to enjoy,
including visitors.
*Supports clean air free of secondhand smoke, for which there is no safe level of
exposure.
*Supports over 800 of the population that choose not to use tobacco and breathe in deadly
tobacco smoke with its 4,000 chemicals *Supports the 600 of smokers who want to quit by
providing smoke-free outdoors free of habit triggers by seeing or breathing in other smoke
*Supports a consistent message to keiki, that tobacco use is an unhealthy and unacceptable
life-style choice *Supports preventive measures in our current healthcare crisis *Supports
