The cumulative impact of this and <br /> potential future rezoning requests would aggravate and <br /> already inadequate situation and significantly impact the <br /> ability of the existing roadways to support the needs of the <br /> residents in a safe and efficient manner. The eventual <br /> improvement of this roadway would be at the mercy of the <br /> individual landowners who are seeking rezoning of their <br /> properties. In addition, improving this roadway may be <br /> difficult due to the horizontal and vertical curves within <br /> the existing roadway alignment. <br /> Therefore, approval of this request would be in <br /> conflict with the following goals and standards of the Land <br /> Use Element of the General Plan: <br /> * Designate and allocate land uses in appropriate <br /> proportions and mix and in keeping with the social, <br /> cultural, and physical environments of the County. <br /> <br /> * Zoning request shall be reviewed with respect to <br /> General Plan designation, district goals, regional <br /> plans, State Land Use District, compatibility with <br /> adjacent zoned uses, availability of public services <br /> and utilities, access, and public need. <br /> * The county shall encourage the maintenance of <br /> communities meeting the needs of its residents in <br /> balance with the physical and social environment. <br /> The Planning Director recognizes the desire of families <br /> to convey their land to their children. However, for the <br /> Planning Director to support this particular request in <br /> light of the deficiencies mentioned above, would be in <br /> conflict with the goals and objectives of the General Plan <br /> and will not result in a more appropriate land use pattern <br /> that will further the public necessity and convenience and <br /> the general welfare. <br /> <br /> As required by the County Council, transmitted is a draft <br /> ordinance amending Section 25-103, the Puna District Zone Map, of <br /> the County Zoning Code. <br />
