As the applicant would need to pave E. Kipimana Road, which is <br /> private, they have submitted letters from a majority (16 out of the 18) of lot owners <br /> who expressed no objections to improving the roadway. <br /> <br /> Further, in accordance with the Department of Water Supply, water can be <br /> made available from a 16-inch waterline along the Volcano Highway. The lots would <br /> <br /> need to be reconfigured in order that frontage for all lots is off the 60-foot wide private <br /> roadway. <br /> <br /> Wastewater generated by the proposed development will be disposed of utilizing <br /> individual wastewater disposal system, meeting with the approval of the State <br /> Department of Health. All other essential utilities and services are or will be made <br /> available to support the proposed development. <br /> <br /> The property has no severe topographic or geologic problems which cannot be <br /> properly rectified or which would render the land unusable for the proposed use. <br /> Because the land has been extensively altered and developed, no significant <br /> archaeological sites are anticipated to be located within the property. Similarly, the <br /> property is not considered a habitat for rare or endangered species of plants and <br /> animals. <br /> <br /> Based on the above findings, approval of the Change of Zone request from <br /> Agricultural-20 acres (A-20a) to Family Agricultural-1 acre (FA-la) zoned district would <br /> result in an appropriate land use pattern that will further the public necessity and convenience <br /> and the general welfare. <br /> <br /> For your favorable consideration, an amendment to Section 25-8-22 (Puna District Zone Map), <br /> of the County Zoning Code is transmitted. <br />
