Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> <br /> The proposed request would be consistent with the following goals and policies <br /> of the Economic Element. <br /> <br /> * Provide residents with opportunities to improve their quality of life. <br /> <br /> * Economic development and improvement shall be in balance with the physical <br /> and social elements of the island of Hawaii. <br /> <br /> * The County of Hawaii shall strive for diversity and stability in its economic <br /> system. <br /> <br /> * The County shall provide an economic environment which allows new, <br /> expanded, or improved economic opportunities that are compatible with the <br /> County's natural and social environment. <br /> <br /> * The County of Hawaii shall strive for an economic climate which provides its <br /> residents an opportunity for choice of occupation. <br /> <br /> The applicant's overall objective is to provide lots that would allow a variety of <br /> uses allowed in the MCX zoning category, including some commercial uses. In so <br /> doing, it would service both the limited commercial and light industrial needs of the <br /> immediate community, particularly those living in the 8 1/2 Mile Camp, and the <br /> broader community as well. <br /> <br /> The request would provide opportunities and choices for existing and new <br /> business to establish themselves in an area that will be shortly served by a good <br /> transportation system. Relatedly, all of the required infrastructure will be provided by <br /> the applicant without taxing government's servicing ability. <br /> <br /> Further, the area is located proximate to residential and business areas, making <br /> the site accessible also to limited foot traffic. Through the principle of agglomeration <br /> economies, development of this area could also help out existing commercial areas. <br /> <br /> At the same time, the site is located in an area where impacts to the immediately <br /> surrounding areas would not be adversely impacted. Residences along the mauka <br /> section of Milo Street will not be affected, as Milo Street is planned to terminate at the <br /> by-pass. The other residential community is located within 500 feet of the subject site, <br /> and as such, the project would be providing some of their needed goods and services. <br />
