County water lines are <br /> already available; police and fire protective services are found within a mile of the site; <br /> wastewater systems will be the obligation of the respective lot owners; and all other <br /> utilities are available to the site. As such, this zoning and resulting development <br /> should not require additional public services to be provided. <br /> <br /> The site does not have any on-site development constraints. There are no <br /> known endangered plant or animal habitats or archaeological features on the site. <br /> <br /> Finally, the project would be compatible with surrounding areas. Although <br /> there are residences in the area, there are natural buffers. To begin with, the by-pass <br /> will provide some measure of screening to residents along the mauka side of Milo <br /> Street. Then, too, although close to the 8 1/2 mile camp, it is not adjacent. Further, <br /> the kinds of goods and services to be provided by future users of this site would be of <br /> benefit to these residents. <br /> <br /> Likewise, the future users of this site could also provide some of the services <br /> required by the power plant. And equally so, users will acknowledge, through deed <br /> covenants, of the presence and potential impacts of this plant before siting within the <br /> project. <br /> <br /> The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br /> General Plan is a representation of the document's goals, policies, standards and <br /> courses of action to guide the coordinated growth and development of the County. It <br /> reflects a graphic depiction of the spatial relationships among various land uses and the <br /> expressed policy statements of the document itself. The LUPAG Map establishes the <br /> basic land use pattern for areas within the County. Therefore, changes and requests for <br /> amendments to the LUPAG Map must be evaluated against applicable goals, policies <br /> and standards of the General Plan. <br /> <br /> In that regard, this rezoning also conforms to the LUPAG Map which <br /> designates the area Industrial. The Industrial designation includes uses such as <br /> manufacturing and processing, wholesaling, large storage and transportation facilities <br /> and light industrial uses. The Zoning Code has three industrial categories - heavy <br /> industrial (MG), light industrial (ML), and mixed industrial - commercial (MCX). <br /> Only those zoning classifications would be considered appropriate in the General Plan <br /> Industrial area. Thus, no General Plan Amendment would be required to consider this <br /> request. <br />
