WHEREAS, the Council wishes to provide a clear directive to the Mayor for disposition <br /> <br /> of certain lands, while allowing administrative flexibility on the avenue of which to dispose of <br /> said lands; and <br /> WHEREAS, the combined leasing, sale, and exchange of the 4,400+ acres of said lands <br /> will create revenues for the County of Hawaii in the form of real property taxes and lease <br /> payments. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br /> HAWAII that based upon all of the above consideration, the public interest demands the leasing <br /> or sub-leasing of 2016+_ acres of County lands as delineated in Exhibit A for diversified <br /> agriculture, eco-tourism and pastoral uses through negotiations, sealed bids or auction. <br /> BE IT FURTHER RESOLVED that it authorizes the finance director, pursuant to the <br /> requirements set forth in Chapter, Article 19 of the Hawaii County Code, to proceed with the <br /> disposition of 2,016+ acres of land identified in Exhibit A by leasing or sub-leasing for <br /> diversified agriculture, eco-tourism and pastoral uses through negotiation, sealed bids or auction. <br /> BE IT FURTHER RESOLVED that it authorizes the finance director, pursuant to the <br /> requirements set forth in Chapter 2, Article 19 of the Hawaii County Code, to proceed with the <br /> disposition of the remaining 2,400+ acres of land identified in Exhibit B in the following <br /> manner: <br /> 1. Leasing or sub-lease a portion of these lands for diversified agriculture, eco- <br /> tourism and pastoral uses through negotiations, sealed bids or auction. <br /> 2. Exchange a portion of these lands on avalue-for-value basis for purposes of <br /> expanding existing County-priority parks, roads, water projects or other <br /> infrastructural systems or facilities. <br /> 3. Sell a portion of these lands through auction, sealed bids or negotiations. <br /> BE IT FURTHER RESOLVED that a report of disposition be forwarded to the Council <br /> upon completion of the negotiation, exchange, and sale of County lands. <br /> <br />
