First, I would like to thank you for the comprehensive attachments to your <br /> April 8, 1998 letter. They were exactly what I needed to review before being able to respond to <br /> your request. <br /> <br /> A. Questions Presented: <br /> There were two questions posed in your April 8, 1998 letter: <br /> <br /> (1) Absent a specific date of enactment, when is the effective date of <br /> the November 5, 1996 amendment to the Hawaii County Charter <br /> (1991), concerning "term limits?" and, <br /> <br /> (2) Whether the proposed ordinance establishing a maximum of two, <br /> four year terms is acceptable? <br /> <br /> B. Summary of Response: <br /> (1) The effective date of the November 5, 1996 "Term Limits" Hawaii <br /> County Charter amendment is November 5, 1996, because the <br /> amendment, the official explanation of the amendment and the <br /> intent of the County Council did not state a specific date when it <br /> would become effective. <br />
