I ~-0 <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on I~inunce. to which was referred Resolution No. 15-0;. reports as <br />follows: <br />Resolution No. 15-03, transmitted jointly with [3ill No. 11 by Director of Finance <br />William Takaba, via Communication No. 27, dated December 2, 2002, authori~~es the <br />Office of the Mayor to enter into an agreement with the State of f lawai' i DeparUncnt of <br />Human Services. Office of Youth Services for a'fitle V .Iuvenile Delinquency Prevention <br />Program grant. <br />The U.S. Department of Justice, through the Stale of Hawaii Department of Human <br />Services Office of Youth Services, has authorised a $103,550 grant to the Off ice of the <br />Prosecuting Attorney to create or expand prevention program(s) that address juvenile <br />delinquency risk factors idcntilied in the Hawaii County comprehensive strategic plan for <br />juvenile justice. 'fhe grant is based on the premise that preventing delinquent behavior is <br />more cost-effective in reducing juvenile crime than rehabilitation of adjudicated youth. <br />Pursuant to Section 46-7. Hawaii Revised Statutes. county departments must obtain the <br />consent of the council to enter into agreements with the federal or state governn~ients <br />respecting action to be taken pursuant to any of the powers granted by law to furnish. <br />expend and receive any funds or other assistance in connection with prgjects hcing or to he <br />undertaken pursuant to those povv~ers. <br />During its discussion, Your Committee learned that the $96,470 in the Miscellaneous <br />Contractual Services accounts will be subcontracted out through a Request for Proposals <br />process. <br />FC RtPOKf NO. 9 <br />
