At the time there were concerns about the lack of <br /> infrastructure (especially on the overburdened highway below) and <br /> the impact on the immediate Captain Cook residents, increase in <br /> flooding, the location of a new road, and the questionable need <br /> for another golf course in mauka Kona. <br /> The Ordinance was finally passed, however, but with a large <br /> number of restrictions which were requested by the Planning <br /> Dept., neighbors and opponents to the subdivision and golf <br /> course. <br /> These restrictions were included for a reason to insure the <br /> quality of the project and we feel that they should be carried <br /> out in the time allotted. Five years seems to be too generous an <br /> extension. This would mean that they would not have to start <br /> work until 2003, which is eight years after the original approval <br /> in 1995.
