No. 149/Bill No. 61 <br />Council Chair and Members <br />Hawaii County Council <br />Hilo. Hawaii 96720 <br />Your Committee on Finance_ UI which was referred Bill No. 61, reports as follows: <br />Bill No. 61, transmittedjointly wilt Resolution No. 43-03 by Director of Finance William Takaba, via <br />Communication No. 149, dated February 20, 2003, amends Ordinance No. 02-76, as amended, the Operating <br />Budget, ending June 30, 2003. The amendment is as follows: <br />From: <br />3303.21 Federal Grants-CCC & CIsRT General $31,632 <br />To: <br />010-241-5241.40 CCC &CERT General $31,632 <br />These fiords from the State of Hawaii Department of Defense. State Civil Defense will be used by the Hawaii <br />County Civil Defense Agency for the formation of a local Citizen Corps Council (CCC), and to develop, form or <br />expand the Community Emergency Response Team (CERT) training program. l~hese State funds are derived <br />from a grant provided by the Federal Emergency Management Agency (FEMA) and are to assist in preparing for <br />potential consequences of a terrorist incident or threat in the State of Hawaii. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charlcr, the Mayor is <br />hereby authorized to apply tor, receive and expend the funds for the Citizen Corps Council and Community <br />Emergency Response Training programs. <br />William Davis, Director of Civil Defense Agency, advised Your Committee that he is in discussion with the <br />Department of Research and Development on the possibility of using these funds in their Kumi'ai Pro_jcct as the <br />Kumi'ai Project's goals are similar to the requirement of this grant. <br />Your Committee on Finance is in accord with the purpose and intent of Bill No. 61 and recommends it pass first <br />reading. <br />sore <br /> <br />('HUNG X <br />SAFARIK X <br />ARA KAKI X <br />ELARIONOFF X <br />HOLSCHUH X <br />JACOBSON X <br />LEITHEAD-TODD X <br />REYNOLDS X <br />TYLER X <br />Respectfully submitted <br />COMM EE ON FINANCE <br />~r r~... <br />AARON S.Y.
