Communication 226 <br />Bill 103 <br />Page 2 <br />project site are lands zoned A-20a. In 1992 the Count} Council appro~rd a reyucst to change an <br />85.4 acres parcel with an A-20a designation to an A-l0a designation to allow its subdivision into <br />five parcels. <br />fhe property is located within lone X, an area determined to be outside the 500-year flood plain. <br />The ALISH designation is Other Important agricultural Land, ti-hick includes lands other than <br />Prime or Unique agricultural Lands that arc also of state-wide or local importance fur agricultural <br />use. approximately a fourth of the project site along the northeastern corner is not classilied. <br />hhe USDA Soil Consen~ation Services designates the soils as I lonuaulu Series, an extrenmk <br />stony. silty clay loam with rapid permeability. slow runoff and slight erosion heard ~tihich arc <br />used mainly for pasture and coffee. ~fhe Land Study Bureau's overall master productivih rating is <br />'Y'° or "Fair ~. <br />The applicant states there are no krnwvn or recorded rare or endangered animal or plant life in the <br />area. <br />An archaeological inventory survey conducted in Junc 2000 by Rcchtman Consulting idemiticd six <br />archaeological sites within the project site consisting of two agricultural complexes and four walls. <br />These were all deemed important for their informational value; however, their preservation was <br />not required and no further work on these sites was recommended. <br />Access to the subject property will be from the Mamalahoa Highway cia a homestead Road which <br />maintains a pavement wide of roughly 10 feet within a 20-foot wide right of way. <br />Water can be made availahle from the County's water system along theMamalahou I lighwuy. The <br />applicant has stated that two water meters hate already been purchased from the UcparUnent of <br />Water Supply <br />Wastewater will be disposed of through systems which meet the approval of the State Department <br />of Health. <br />All other utilities and services are or will be availahle to the subject pruperh. <br />Committee Member Curtis Tyler mentioned that he had attended the Planning Commission <br />meeting when this measure was heard, and that all conditions are acceptable to him. I lowevcr, he <br />was concerned about the severe sight distance problem un the north end of the parcel. which will <br />be resolved in Condition I. Ile also noted that the road is illegally gated at the moment, and <br />wondered if the homestead road will ever be opened up again. Sidney Fuke. representative for the <br />applicant, mentioned that he would get the response to that concern in writing before the next <br />meeting. <br />
