No. 422/Bill No. 188 <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 188, reports as follows: <br />Bill No. 188, transmitted by Director of Finance William 7~akaba, via Communication No. 422, <br />dated November 18, 2002, amends Ordinance No. 03-91, as amended, the Operating Budget. <br />ending June 30, 2004. The amendment is as follows: <br />From: <br />3309.10 Fund Balance From Previous Year General $312,215 <br />To: <br />085-601-5604.02 Landfills OCE General $312,215 <br />'T'he additional funds. being appropriated from the Solid Waste Fund's fund balance account. are <br />needed for refuse cover materials in order for the County to comply with Federal and State of <br />Hawaii Department of Health (DOH) regulations. The amount originally budgeted for cover <br />material was based on past usage and is not sufficient to achieve regulatory compliance. The <br />current budget was based on past usage. which was found to be inadequate by DOH. Violations <br />due to inadequate refuse cover resulted in the county entering into a "Consent Agreement' with <br />DOH.
