The Department of Land and Natural Resources approved a breach <br />in the wall on June 21, 1990. The specific treatment for the archaeological features <br />designated for preservation would be determined as part of the archaeological approval <br />process in conjunction with the requirdinents of (DLNR-HPD) and other applicable <br />agencies. <br />Impacts associated with this multiple family residential development such as <br />historical, visual, traffic, drainage and design concerns have been assessed and will be <br />mitigated through conditions of approval. Therefore, the request would not <br />unreasonably burden the public agencies to provide roads and streets, water, drainage, <br />school improvements, police and fire protection. <br />The above public improvements by the applicant would complement the <br />proposed multiple family residential development to fit into the locale with minimal <br />intrusion while providing the desired housing development, as well as incorporating <br />appropriate infrastructure and design concerns of the development. <br />While the 1.19 acres of the property are within the County's Agricultural -5 acre <br />zoned district, it is not currently being used for any active agricultural purposes. The <br />remainder of the property consisting of 4.023 acres are zoned Double Family <br />Residential (RD -3.75). The Agricultural Lands of Importance to the State of Hawaii <br />(ALISH) Maps designate the subject area as "Existing Urban Development." The Land <br />Use Study Bureau's Overall Master Productivity Rating for soils of the subject lands is <br />"E" or Very Poor. Therefore, the reclassification of this 5.213 acres from an <br />Agricultural (A -5a) and Double Family Residential (RD -3.75) to Multiple Family <br />Residential (RM -1) zoned district will not be detrimental to the reduction of this area <br />from the agricultural land inventory in the County of Hawaii. From a land use <br />perspective, it is more feasible to infill urban development within this particular area of <br />North Kona. In doing so, it would tend to alleviate the conversion of more productive <br />agricultural lands in more appropriate locations within the North Kona area for Urban <br />type uses. <br />Based on the above findings, this request to reclassify the subject property from <br />an Agricultural (A -5a) and Double Family Residential (RD -3.75) to Multiple Family <br />Residential (RM -1) zoned district would result in an appropriate land use pattern and <br />further the public convenience, necessity and general welfare. <br />For your favorable consideration, amendments to the SLU Boundaries Map, H-7 for the <br />County of Hawaii, and Section 25-8-5 (Kailua Urban Zone Map) and 25-8-3 (North Kona <br />Zone Map), Article 8, Chapter 25 (Zoning Code) are transmitted. <br />
