REPORT OF THE <br />COMMITTEE ON FINANCE. <br />DATE: January 6, 2004 Re: Comm. No. 440/Res. No. 138-04 <br />PLACE: Council Chambers <br />TIME: 10:15 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was relerred Resolution No. 138-04, reports as follows: <br />Resolution No. 138-04, transmitted jointly with Bill No. 200 by Director of Finance <br />William Takaba, via Communication No. 440, dated December 8. 2003, authorizes the Oftice of <br />the Mayor to enter into an agreement with the State of Hawaii Department of'I'ransportation for <br />a Roadblock Program grant. <br />Fhe State of Hawaii Department of Transportation, Public Affairs Oftice - Safe C ommunity <br />Program has authorized a $1 12,688 grant to the Police Department for the Hawaii County <br />Police Departments (HCPD) Roadblock Program to reduce the number of alcohol related trat7ic <br />fatalities and injuries, to increase the public awareness, and to provide a constant deterrence <br />against drunk driving by conducting Driving Under the Influence (DUI) checkpoints. <br />The Cunds provided by the State of Hawaii Department of Transportation are derived from <br />grants provided by the federal government. <br />Pursuant to Section 46-7, Hawaii Revised Statutes. that the Mayor of the County of Hawaii is <br />authorized to execute, on behalf of the County. the Application for highway Safety Project <br />Reimbursement Grant, to enable the County to reduce the number of alcohol related trattic <br />fatalities and injuries, to increase the public awareness. and to provide a constant deterrence <br />against drunk driving by conducting DUI checkpoints. <br />Sergeant Randy Apele of the Hawaii County Police Department informed your Committee that <br />federal funds were increased and grant application reFlects the incorrect amount. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution Nu. 138-Od <br />and recommends its adoption. <br />smc <br /> n~rs rvors ax~r: vts <br />('HUNG X <br />SAFARI Ih X <br />4RA KAKI X <br />ELARIONOFF' X <br />HOLSCHtIH X <br />.IACOBSON X <br />RF,\'NOLDS X <br />TIILANG X <br />TYLER X <br />Respectfully submitted <br />CO fF?E UAN FI~NANC~. <br />~~/Y ~~ <br />AARON S Y.
