No. 576/Bill No. 256 <br />PLACS: Council Chambers <br />TIMS: 9:06 a.m. <br />Council Chair and Members <br />Ilawai'i County Council <br />}{ilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 256, reports as follows: <br />Bill No. 256, transmitted by Director of Finance William T. Takaba, via Conmmnication No. <br />576, dated April 1, 2004, adopts a pay plan for persons employed by the County other than those <br />whose pay is otherwise provided tor, designating payroll periods, pay days, prescribing <br />requirements with respect to official tidelity bonds, and repealing Ordinance No. 03-86 and all <br />amendments thereto, said Ordinance to be known as the Salary Ordinance of 2004. <br />"Fhe signiticant changes from Ordinance No. 03-86 arc as tbllows: <br />1) The deletion of Section "7.02(6) Office of Management in its entirety and renumbering <br />of subsequent items in Section 7.02. Classification action was taken to transfer the <br />Immigration Information Specialist position from the Office of Management to the <br />Information and Clerical Services Center, and to classify the position. <br />2) "Fhe addition of the Special Program Coordinator, SR-22 (B.U. 13) class of work as <br />item #8, and the subsequent renumbering of the items in Section 7.02(6) Ofice of <br />Housing and Community Development Office of Management. <br />3) The addition of Section 7.07 Department of Water Supply and the establishment of <br />the Student Helper 1 and Student Helper 11 classes. <br />Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan for all <br />persons employed by the County whose pay is not otherwise provided for. <br />Bill No. 256. Draft 2 was referred to Your Committee, dated April 7.2004, from Council Chair <br />James Y. Arakaki, which adds one step to the compensation rates of the following exempt <br />Council staff positions: Executive Assistant to the Council Chairperson (EA), Council <br />Legislative Assistant (LR-1 ), Administrative Assistant to the Legislative Auditor (LS-2), <br />Personnel/Senior Account Clerk (LS-I ), Council Aides I, II, 111 (CA-1, CA-2. CA-3). Legislative <br />Auditor Assistant I and II (LA-I, LA-[1), and Legislative Auditor/Research Assistant Q.A-11). <br />Several personnel in the above positions have reached the top of the current compensation <br />schedule. 'I~he last step of the Fiscal/Program Review Auditor compensation has not been <br />reached. Also includes the compensation rate and pay grade of the Legal Specialist (a position <br />requested for in the proposed fiscal year 2004-2005 Operating Budget), which ranges from <br />$50,400 to $72,192. <br />FC REPORT NO. 242 <br />
