No. 699/Bil] No. 300 <br />PLACE: Councilroom <br />TIME: 2:47 p.m. <br />Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 699 and Bill No. 300, <br />transmitted by Mayor Harry Kim, dated July 8, 2004, regarding a Change of Zone request application by <br />Westpro Development, Inc. at O`oma 1"'North Kona, Hawaii, TMK: 7-3-I O:Portion of 3 reports as <br />follows: <br />Bill No. 300 seeks to amend Section 25-8-3 (North Kona Zone Map), Article 8, Chapter 25 (Zoning <br />Code) of the llawaii County Code, by changing the District Classification for approximately 10.00 acres <br />of land from Agricultural (A-Sa) to Multiple-Family Residential (RM-4). <br />C ommunication No. 699 reports the Hawaii County Planning Commission, as required by the Hawaii <br />County Charter, Chapter 4, Section 6-4.3(C), considered the above request and accompanying Bill 299 on <br />Jwie 18, 2004. At this meeting, the Commission concurred with the Planning Director's favorable <br />recommendation for your approval of this matter. Communication No. 699, in synopsis, also reports the <br />Planning Director's findings and recommendations as the following: <br />1. 'the applicant, Westpro Development, [ne. is requesting a Change of Zone for approximately 10.00 <br />acres of land identified as TMK: 7-3-10:3, from Agricultural 5-acre (A-Sa) to Multiple-Family <br />Residential 4,000 square feet (RM-4). The applicant is the owner of the property. Map Exhibit A <br />further delineates the parcel. <br />2. The property is part of Subdivision application 2002-0051, which subdivided a 50-acre parcel into <br />four lots ranging in size from 10 to 13 acres each. <br />3. The property is located on the south side of Kona Palisades Subdivision, off Ka`iminani Drive and <br />Kakahiaka Street, in O`oma, North Kona. <br />4 . The applicant intends to construct 100-unit affordable housing project called Lokahi Ka`u. The <br />homes will be constructed in two story four-plexes and will include two bedroom-two bathroom units <br />of approximately 1,175 square fee[. Landscaping, parking and picnic areas are also planned as part of <br />the project. The estimated cost of the project is $ ] 5,000,000 to $20,000,000. <br />5. Access to the site is proposed from an extension of Kakahiaka Street Kakahiaka Street is a county <br />owned roadway with a pavement width of 50-feet. The applicant will also be required to improve <br />either Homestead Road or to construct a Midlevel Road which will connect the project with <br />Ka'iminani Drive. <br />6. All utilities and services are or as part of this project will made available to the property. <br />7. "I'he approval of the Change of Zone request from Agricultural 5-acres (A-Sa) to a Multiple Family <br />Residential-4, 000 square feet (RM-4) zoned district will result in an appropriate land use pattern that <br />will further benefit the public based on the following: <br />PC Report No. 106 <br />
