No. 742/Bill No. 315 <br />Council Chair and Members <br />Hawaii County Council <br />Hilo.l[awai'i 96720 <br />Your Committee on Finance, to which was referred Bill No. 315, reports as follows: <br />Bill No. 315, transmitted.joinlly with Resolution No. 232-04 by Director of Finance William Takaba, <br />via Communication No. 742, dated September 1, 2004, amends Ordinance No. 04-74, as amended. the <br />Operating Budget, ending June 30, 2005. The amendment is as follows: <br />From: <br />3305.37 <br />To: <br />085-601-5607.10 <br />State Grants -Beverage Container Deposit Program Solid Waste $250.000 <br />Beverage Container Deposit Program <br />Solid Waste $250.000 <br />These funds from the State of Hawaii Department of Health will be used to start up the County of <br />Hawai'i's Beverage Container Deposit Program, which, under the law, must be implemented by <br />January 1.2005. DOH recognized it would be more advantageous to have each county be responsible <br />for developing and monitoring its own program, rather than having the neighbor islands under the <br />control of the State; therefore. the Department of Environmental Management Division of Solid <br />Waste's Recycling Program has been requested to assume responsibility for implementing and <br />monitoring the program. <br />Pursuant to Section 46-7.
