No. 243-04 <br />PLACE: Council Chambers <br />TIME: 10:10 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 243-04, reports as follows: <br />Resolution No. 243-04, transmitted jointly with Bill No. 338 by Director of Finance <br />William Takaba, via Communication No. 781, dated September 22, 2004, authorizes the Otfice <br />of the Mayor to enter into an agreement with the State of Hawaii Department of Transportation. <br />Public Affairs Office -Safe Community Program for a Community Based Traffic Coordinator <br />grant. <br />The State of Hawaii Department of Transportation, Public Affairs Office -Safe Community <br />Program has authorized a $52,000 grant to the Police Department for a Community Based <br />Traffic Coordinator. The coordinator will provide support to existing traffic safety groups, <br />develop an active M.A.D.D. group, stage Shatter Dreams programs and work to improve traffic <br />safety and facilitate programs. This program will help reduce the number of alcohol, speed and <br />seatbelt non-use related traffic fatalities and injuries by providing a community based <br />coordinator to plan and coordinate activities and to be a liaison between state, county and <br />community agencies and organizations. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent <br />of the council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />Lieutenant Randy Apele of the Hawaii County Police Department informed Your Committee <br />that a police officer will not be assigned to the coordinator position. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 243-04 <br />and recommends its adoption. <br />smc <br /> ~~ H:t voN:s ~x~r: nHs <br />CHUNG X <br />SAFAR9K X <br />ARAiCAICI X <br />ELAR90NOFF X <br />HOLSCHUH X <br />JACO~SON X <br />REYNOLDS X <br />Tl1LANG X <br />TYLER X <br />Respectfully submitted <br />ON FINANCE <br />AARON S.Y.
