REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: November 9, 20004 RE: Communication 822/Bill No. 357 <br />PLACE: Councilroom <br />TIME: 1:00 p.m. <br />Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 822 and Bill No. 357, <br />transmitted by Mayor Harry Kim, dated October 15, 2004, regarding a Change of Zone request <br />application by Automotive Supply Center, Ltd., at Waiakea, South Hilo, TMK: 2-2-49:26 reports <br />as follows: <br />Bill No. 357 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 <br />(Zoning Code), Hawaii County Code by changing the District Classification from Single Family <br />Residential 10.000-square feet (RS-l0) to Industrial-Commercial Mixed Use 20,000-square feet <br />(MCX-20) for approximately 22,300 square feet. <br />Communication No. 822 reports the Hawaii County Planning Commission, as required by the <br />Hawaii County Charter, Chapter 4, Section 6-4.3(C), considered the above request on <br />September 16, 2004. At this meeting, the Commission concurred with the Planning Director's <br />favorable recommendation for your approval of this matter. Communication No. 822, in <br />synopsis, also reports the Planning Director's findings and recommendations as the following: <br />The applicant, Automotive Supply Center, Ltd., is requesting a Change of Zone from <br />Single Family Residential 10,000-square feet (RS-]0) to Industrial-Commercial Mixed <br />Llse 20,000-square feet (MCX-20) for approximately 22,300 square feet. The applicant is <br />the owner of property. <br />2. The property is located along the south side of Lanikaula Street and near the applicant's <br />auto center. There exist two dwellings on the site. Both buildings will be demolished. <br />Map Exhibit "A" further delineates the subject pazcel. <br />3. The applicant is requesting the Change of Zone in order to expand its business by <br />constructing a 7,168 square-foot building along with 25 parking stalls. Total <br />improvements to site are estimated at $500,000.00. <br />Access to the site is proposed through the existing Lanikaula Street. The applicant <br />intends to make necessary improvements along the portion of the roadway, which fronts <br />this property. <br />5.
