REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: November 9, 20004 RE: Communication 823/Bill No. 358 <br />PLACE: Councilroom <br />TIME: I :00 p.m. <br />Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 823 and Bill No. 358, <br />transmitted by Mayor Harry Kim, dated October 15, 2004, regarding a Change of Zone request <br />application by Island Ohana Dental, at Waiakea, South Hilo, TMK: 2-2-37:31 reports as follows: <br />Bill No. 358 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 <br />(Zoning Code), Hawaii County Code by changing the District Classification from Single Family <br />Residential 10,000-square feet (RS-] 0) to Industrial-Commercial Mixed Use 20,000-square feet <br />(MCX-20) for approximately 23,300 square feet. <br />Communication No. 823 reports the Hawaii County Planning Commission, as required by the <br />Hawaii County Charter, Chapter 4, Section 6-4.3(C), considered the above request on <br />September 16, 2004. At this meeting, the Commission concurred with the Planning Director's <br />favorable recommendation for your approval of this matter. Communication No. 823, in <br />synopsis, also reports the Planning Director's findings and recommendations as the following: <br />The applicant, Island Ohana Dental Limited, is requesting a Change of Zone from Single <br />Family Residential 10,000-square feet (RS-10) to Industrial-Commercial Mixed Use <br />20,000-square feet (MCX-20) for approximately 23,300 square feet. The applicant is part <br />owner of property. <br />2. The property is located along the northwest comer of Kanoelehua Avenue and Lanikaula <br />Street and near the building occupied by Restaurant Osaka. There exists an abandoned <br />residential unit on the premise. Map Exhibit "A" further delineates the subject parcel. <br />3. The applicant is requesting the change of zone in order to construct a 6,000 square-foot <br />two-story dental clinic with 32 parking stalls. Total improvements to site are estimated at <br />$500,000.00. <br />4. Access to the site is proposed through the existing Lanikaula Street. The applicant, if <br />required, intends to construct sidewalks as well as 3-4 foot buffer along the street. <br />5. All essential utilities are or will be made available to the site as part of this project. <br />Report No. 119 <br />
