REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: November 9, 2004 RE: Communication No. 824/Bill No. 359 <br />PLACE: Councilroom <br />"TIME: 1:00 p.m. <br />Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Communication No. 824 and Bill No. 359, transmitted <br />by Mayor Harry Kim, dated October 15, 2004, regarding a Change of Zone Request by Betty Wung, at <br />Waiakea Homesteads 2"d, South Hilo, Hawaii, TMK: 2-4-38:16 reports as follows: <br />Bill No. 359 seeks to amend Section 25-8-33 (City of Hilo), Article 8, Chapter 25 (Zoning Code) of the <br />Hawaii County Code, by changing the District Classification of approximately 2.51 I acres of land from <br />Family Agricultural 3-acres (A-3a) to Single Family Residential 15,000-square feet (RS-15). <br />Communication No. 824 reports the Hawaii County Planning Commission, as required by the Hawaii <br />County Charter, Chapter 4, Section 6-4.3(C), considered the above request on September 16, 2004. The <br />Commission concurred with the Planning Director's favorable recommendation on this matter. <br />Communication No. 824, in synopsis, reports the Planning Director's findings and recommendations as the <br />following: <br />I . The applicant, Betty Wung is requesting a Change of Zone amendment from Agricultural to <br />Residential for approximately 2.51 I acres of land. The applicant is the owner of the parcel. <br />2. The subject property is located on the south side corner of Haihai Street in Waiakea Homesteads 2"~ <br />Series, South Hilo, Hawaii. There exists a single dwelling on the site. This dwelling is expected to <br />be demolished as part of this project. <br />4. The applicant intends to subdivide the property into a 6-lot subdivision, creating five additional lots <br />in the process. Each of the lots will be approximately 15,000-square feet in size. The applicant <br />intends to put the lots up for sale. <br />5. Access is proposed from Haihai Street unto a private roadway. The applicant will be required to <br />make various improvements to both accesses. <br />6. All utilities are or will be made available to the project site. <br />7. The approval of the Change ofI,one request from Family Agricultural 3-acre (A-3a) to the Single- <br />Family Residential 15,000-square foot (RS-15) zoned district would result in an appropriate land use <br />pattern that will further benefit the public based on the following: <br />• The request is supportive of the Land Use and Economic Element of [he Hawaii County General <br />Plan. The LUPAG designation for the area is Low Density Urban. Current land uses in the area <br />are a mix of residential uses.
