GS4'7 08 <br /> <br /> A RESOLUTION TO ENCOURAGE AN AFFIRMATIVE VOTE AT THE 2008 <br /> GENERAL ELECTION TO CONVENE A HAWAII STATE CONSTITUTIONAL <br /> CONVENTION. <br /> <br /> WHEREAS, the Constitution of the State of Hawaii (Constitution) was adopted by the <br /> people of Hawaii at the election held on November 7, 1950, and further amended at subsequent <br /> elections, and <br /> <br /> WHEREAS, pursuant to article XVII, section 2, of the Constitution if any nine-year <br /> period shall elapse during which the question for a Constitutional Convention shall not be <br /> submitted by the Legislature, the lieutenant governor shall certify the question, to be voted on at <br /> the first general election following that nine-year period; and <br /> <br /> WHEREAS, as it has been ten years since the question to convene a Constitutional <br /> Convention was last put to our voters, that question will be on the ballot at the 2008 general <br /> election; and <br /> <br /> WHEREAS, our last Constitutional Convention was convened in 1978; and <br /> <br /> WHEREAS, the 1978 Constitutional Convention proposed constitutional amendments <br /> on a number of issues of key importance to the citizens of the County of Hawaii including the <br /> structure of county government and county authority regarding taxation, spending, and land use <br /> regulation; and <br /> <br /> WHEREAS, since 1978, the resident population of the County of Hawai'i has more than <br /> doubled, and accordingly the issues facing the people of the County of Hawaii have increased in <br /> volume and complexity; and <br /> <br /> WHEREAS, our Constitution can only be modified by a majority vote of the electorate <br /> on amendments proposed by the Hawaii State Legislature or a Constitutional Convention <br /> consisting of'delegates elected by the voters; and <br /> <br /> WHEREAS, many Hawaii County residents have voiced support for the convening of a <br /> Constitutional Convention as a Constitutional Convention is the appropriate forum to discuss <br /> crucial issues such as the operations of our State and County government and our common goals <br /> for the preservation, protection, and enhancement of the State of Hawaii and its respective <br /> counties; now, therefore, <br />
