Contract research will also result in <br /> at least two to four temporary jobs at the Center. <br /> • The local economy will benefit from the creation of temporary jobs for the Center renovation <br /> and development. <br /> • The DHHL park will benefit from the additional land it will receive. <br /> <br /> Benefits to other Coastal Areas - <br /> <br /> • Via training programs, internships and conferences, Sea Grant's Pacific Program will link their <br /> cooperative coastal development activities, including aquaculture in the U.S.-affiliated Pacific <br /> area, to the Center. <br /> • The Center will conduct aquaculture feasibility studies on potential culture species in <br /> cooperation with Center for Tropical and Subtropical Aquaculture, the Hawaii Aquaculture <br /> Association, the Pacific Aquaculture Association, and other Pacific aquaculture efforts. <br /> • Pacific island students attending UHH will be able to utilize the Center for studies and learning <br /> activities focused on sustainable coastal development that will be transferable to their home <br /> island situations. <br /> <br /> 5.4 Environmental Characteristics <br /> <br /> Conversion of the old wastewater treatment plant to an aquaculture center will positively impact <br /> the environment. Most of buildings and facilities on the subject property are in a state of disrepair. <br /> Abandoned equipment are rusted and broken, some of them on the verge of collapse. The old <br /> plant is, in short, an eyesore with no useful purpose. To convert the treatment plant to the Center, <br /> the abandoned equipment will be removed from the site, most buildings and treatment facilities <br /> will be renovated and the old pump station building superstructure will be demolished. The new <br /> PACRC after renovation and development will provide a more attractive view of the Puhi Bay <br /> area at that location. The additional land for the DHHL park will allow expansion of parking at <br /> Puhi Bay (Figure 3). In addition, knowledge and technologies provided by the Center will enhance <br /> the local community's abilities of rationally utilizing and managing the coastal resources and <br /> benefit the coastal and marine environment. <br /> <br /> <br /> 6.0 SUMMARY OF THE AFFECTED ENVIRONMENT <br /> <br /> <br /> 6.1 Location and Access <br /> <br /> Figure 1 shows the regional location of the Old Hilo Wastewater Treatment facility. It is located <br /> at 1079 Kalanianaole Avenue on Puhi Bay in the Keaukaha section of Hilo on the island of <br /> Hawaii. The site is identified on Figure 2 as the 4.194 acre parcel Tax Map Key 3rd division 2-1- <br /> 11:4. The site is makai of Kalanianaole Avenue and can be accessed through a gate facing <br /> Kalanianaole Avenue. <br />
