Alternative Residential Density <br /> <br /> Under this alternative, the applicant could seek a more intensive <br /> zoning, such a Residential Duplex (RD-3.5), which would allow each <br /> of the dwellings to be converted into a duplex. While this would be <br /> generally consistent with the residential goals of the General Plan, it <br /> may not be consistent with the single-family character of this area. <br /> <br /> 3. Evaluation of Alternatives <br /> <br /> The project's impacts to the area's social and physical infrastructure <br /> would not be pronounced. If needed, mitigative measures can be <br /> taken during the subdivision approval process. Further, this rezoning <br /> action would be consistent with the land use objectives sought to be <br /> <br /> accomplished by the County General Plan LUPAG map. <br /> <br /> In view of the aforementioned, it would appear that none of the <br /> alternatives would be more prudent and beneficial than the requested <br /> RS-10 alternative. <br /> <br /> UL REGULATORY ANALYSIS <br /> <br /> A. General Plan LUPAG May <br /> <br /> The General Plan provides for the long-range comprehensive development of <br /> the island of Hawaii. It provides direction for balanced growth in the County. <br /> <br /> The LUPAG map designates the site Law Density Urban. This designation <br /> allows the requested RS-7.5 zoning. <br /> <br /> B. General Plan Polices <br /> <br /> The requested zoning would be consistent with the goals, policies, and <br /> standards of the General Plan document. <br /> <br /> For one, although it would not have any significant community-wide <br /> economic benefits, it would facilitate the transition of individual family <br /> members into housing. Then, too, there would be some added real property <br /> tax gains to the, as the site would now be separately assessed. <br /> <br /> The project will not be using any more energy than what it presently <br /> consumes.
