<br /> <br /> 7 <br /> <br /> <br /> projected needs of neighborhood, community, region and County. <br /> <br /> * The County shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> <br /> * Zoning request shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with <br /> adjacent zoned uses, availability of public services and utilities, access and <br /> public need. <br /> <br /> Commercial Element <br /> <br /> * Provide for commercial developments that maximize convenience to users. <br /> <br /> * Distribution of commercial areas shall be such as to best meet the demands of <br /> neighborhood, community and regional needs. <br /> <br /> * The development of commercial facilities should be designed to fit into the <br /> locale with minimal intrusion while providing the desired services. <br /> Appropriate infrastructure and design concerns shall be incorporated into the <br /> <br /> review of such developments. <br /> <br /> * Commercial development shall be located in areas adequately served by <br /> transportation, utilities, and other amenities. Commercial developments shall <br /> provide for adequate internal circulation amongst commercial facilities in the <br /> area. <br /> <br /> 10. General Plan LUPAG Map: High Density Urban Development. This designation <br /> allows for commercial, multiple residential and related services. <br /> <br /> 11. Hilo Community Development Plan (CDP): The Hilo CDP adopted by Resolution <br /> in 1975 by the Planning Commission recommended that the area be maintained as <br /> <br /> RM-4. <br /> 12. County Zoning: Double Family Residential (RD-3.75). <br /> <br /> 13. SMA: The subject property is not within the Special Management Area boundary. <br /> DESCRH'TION OF PROPERTY AND SURROUNDING AREAS <br /> <br /> 14. Subject Property: The subject property, comprised of two lots, is approximately <br /> 12,520 square feet in size, and located on the southeastern comer of Mohouli Street <br /> <br /> and Lei Street.
