Access: At the time the dwelling was situated on the subject property, access to the <br /> site was from Lei Street. The applicant proposes access to the property from Mohouli <br /> <br /> Street, a County road with an approximate 44-foot wide pavement in good condition, <br /> with concrete curbs and sidewalks with planter areas (in poor condition), all within an <br /> <br /> approximate 60-foot right-of-way. However, the Department of Public Works <br /> recommends no vehicular access onto Mohouli Street, due to the proposed location of <br /> <br /> the driveway, approximately 20 feet from the Mohouli and Lei Street intersection. In <br /> addition, the portion of Mohouli Street fronting the subject property is often congested <br /> <br /> with cars as school children are dropped off and picked up at the curb, and there is <br /> very limited on-street parking, as school traffic heavily uses these parking areas. The <br /> <br /> Department of Public Works recommends that the applicant provide improvements to <br /> the frontage along Mohouli Street and Lei Street consisting of, but not limited to, a <br /> <br /> reconstructed concrete curb and full width sidewalk. Although the applicant proposes <br /> access from Mohouli Street, the principal access to the proposed development would <br /> <br /> be allowed only from Lei Street, which also fronts the subject property. Lei Street is <br /> a County road with an approximate 21-foot wide pavement in good condition, with <br /> <br /> concrete curbs and sidewalks, with a planter area, all within an approximate 30-foot <br /> right-of-way. <br /> <br /> 25. Water: According to the Department of Water Supply, water can be made available <br /> from an existing 10-inch waterline along Kilauea Avenue approximately 600 feet from <br /> <br /> the property. <br /> 26. Wastewater: The Department of Public Works Wastewater Division requires a <br /> <br /> connection to the County sewer system. <br /> 27. Other Essential Utilities and Services: The subject property is within the City of <br /> <br /> Hilo limits and in close proximity to police, fire protection and emergency medical <br /> services. Fire and emergency services are provided by the Central Fire Station <br /> <br /> located approximately .7 miles to the west of the subject property. Electricity and <br /> <br /> -5- <br />
