<br /> <br /> L <br /> <br /> <br /> is zoned Commercial-Office. The entire two blocks bounded by Mohouli-Kinoole-Lanihuli-Kilauea Streets <br /> are general planned for High Density Urban. More than half the lots within these two blocks have already <br /> been rezoned to commercial uses in conformance with the General Plan. <br /> <br /> 1.4 Project Description <br /> The site plan consists of an office building and paved parking (see Fig. 3). Access to the site would <br /> be from Mohouli Street. <br /> <br /> Site land area: 12,520 s.f. <br /> Proposed floor area: The proposed 2-story building would have a footprint of 1,400 s.f. and <br /> gross floor area of 2,800 s.f. <br /> Timeframe and cost: The project will require a construction time of approximately 8 months. <br /> The estimated construction cost is $375,000. The Applicant would start <br /> the detailed design immediately upon approval, and start construction <br /> as soon as the plans receive building permit approval. <br /> Number of employees: Currently, State Farm has 5 employees. The anticipated number of <br /> employees for the other two tenants is approximately 2 each. The <br /> estimated total number of employees for businesses in the proposed <br /> building is 9. <br /> Parking arrangement: 17 parking stalls (1 handicapped-accessible stall). <br /> Traffic impacts: The primary tenant, State Farm Insurance, is presently located along the <br /> same street at the corner of Mohouli and Kilauea Streets. Since the <br /> traffic generated by this business would merely be shifted a few lots <br /> along the same street, the traffic impact would be negligible. <br /> Proposed infrastructure: The project will hookup to the County water system, hookup to the <br /> existing sewer line, and provide onsite drains. <br /> 2 CONFORMANCE WITH STATE/COUNTY PLANS <br /> <br /> The land use designations are as follows: <br /> <br /> State Land Use District: Urban <br /> General Plan LUPAG Map: High Density Urban, which is intended for the following types of <br /> uses: <br /> High Density: Commercial, multiple residential and <br /> related services (general and office commercial; multiple <br /> residential-- up to 87 units per acre).' <br /> Zoning: RD-3.5 <br /> Hilo CDP: RM-4 <br /> SMA: no <br /> <br /> Applicable goals/policies and objectives of the General Plan: <br /> <br /> LAND USE' <br /> <br /> <br /> <br /> 'General Plan, November 1989, p. 80. <br /> <br /> 'General Plan, 1989, §4.M. <br /> <br /> Background and County Environmental Report 2 <br />
