The proposed site would be suitable and allow for the applicant's proposed <br /> commercial uses. The rezoning reclassification would be a reasonable expansion of <br /> commercial activities associated with this designation and the existing commercial uses <br /> in the area. <br /> <br /> Although the Hilo Community Development Plan (CDP) Zone Guide Map <br /> adopted in 1975 suggested the retention of Multi Family Residential (R-4) zoning, there <br /> has been increasing demand for additional commercial-zoned lands. This is reflected <br /> by the various change of zone requests approved along Mohouli Street and Kinoole <br /> Street. The proposed change of zone would, therefore, complement the existing <br /> commercial land uses, be consistent with the transition from residential to commercial <br /> that is occurring in the immediate vicinity and provide for an orderly commercial <br /> development of the area. <br /> <br /> The project site is situated within close proximity to schools, commercial areas, <br /> employment centers and public safety services. The surrounding properties consist of <br /> a mixture of commercial and residential uses. The project site is located less than one <br /> mile from the Hilo urban center where police, fire and emergency medical services are <br /> available. Adjacent surrounding lands are zoned RD-3.75, CO-20 and CG-20 and <br /> includes single family dwellings and commercial establishments. The adjacent property <br /> to the east is zoned CO-20 and is the site of the Mohouli Professional Building (Hilo <br /> Orthopedic Center). Directly to the south of the subject property are properties zoned <br /> RD-3.75 with single family dwellings. Also to the south of the property is a parcel <br /> zoned CO-20, site of Hilo Audio. Chiefess Kapiolani School is situated to the <br /> north/northwest of the property across Mohouli Street. Along Mohouli Street and <br /> Kinoole Street near the subject property, the following commercial rezonings have been <br /> approved: <br /> <br /> A. TMK: 2-2-21:14, RS-10 to CO-20, Ordinance No. 87 4 (REZ 548) effective <br /> 2/2/87 to Koreaki Iwashita, presently the site of the Hilo Law Center. <br /> <br /> B. TMK: 2-2-21:31, RS-10 to CG-20, Ordinance No. 91 16 (REZ 679) effective <br /> 2/22/91, presently the site of Hilo Radiator and Glass Shop. <br /> <br /> C. TMK: 2-2-21: 7, 46, CO-20 to CG-20, Ordinance No. 93 101 (REZ 746) <br /> effective 10/8/93, presently the site of Hilo Audio. <br />
