But it is clear that the General Plan recognizes that the <br />transportation issues need to acknowledge the importance of quality of life and sense of <br />place in Waimea. <br />Today, the traffic congestion issues still remain. Figure 4 illustrates the congestion at the <br />Lindsey Road bottleneck. There are currently four new roadway projects that are proposed <br />for the future in the Waimea area: <br />1. Waimea Bypass; <br />2. Kawaihae Road Bypass; <br />3. Kawaihae Road - Mamalahoa Highway Connector; <br />4. Parker Ranch Connector Road. <br />Figure 5 illustrates these proposed new roadway projects. The Waimea Bypass and the <br />Kawaihae Road Bypass are new roadways proposed by the State of Hawaii Department of <br />Transportation (HDOT).
