Thr-. area <br />around the intersection is developed and roadway improvements are difficult without <br />causing much disruption to existing uses. There is also a secondary bottleneck at the <br />Kamamalu/Mamalahoa intersection. <br />Previously, major regional bypasses have been proposed to alleviate traffic congestion <br />within Waimea. However, this study determined that much of the current congestion is <br />caused by trips either traveling within Waimea or trips originating or terminating within <br />Waimea. The regional bypasses are not suited to address this type of travel. While in the <br />long run, the regional Kawaihae and Waimea Bypasses are needed to handle the growth in <br />regional traffic, the internal connector roads serve the other, more local, components of <br />travel better. <br />Two internal roads have been identified in the past: Parker Ranch Connector Road and the <br />Kawaihae Road - Mamalahoa Highway Connector. The former is part of the Parker Ranch <br />development while the latter is currently going through the Environmental Assessment (EA) <br />process as a County of Hawaii Department of Public Works project. The Waimea Traffic <br />Circulation Study searched for alternatives to these two roadways, but found that other <br />routes were not feasible. <br />A series of actions connected with the internal connector roads are recommended in this <br />report as well as recommendations enhancing intra -Waimea transit and improving <br />pedestrian and bicycle paths within Waimea. <br />Most importantly, it has been determined that the land use policy within Waimea Town must <br />support the most feasible transportation improvements. These improvements tend to create <br />better circulation in the west and south. To preserve the internal character of Waimea, it is <br />important that future land use take advantage of the internal connector roadways and the <br />future regional bypasses.
