'T'his includes submission of ballot language to the state chief election officer prior to <br /> 4:30 p.m., September 5, 2008, pursuant to section 11-119(b) Hawaii Revised Statutes. While it <br /> is the responsibility of the County Clerk to draft ballot questions, I am requesting that this <br /> communication be placed on the appropriate agenda with Resolution 683-08, so that council <br /> members will be able to provide comment on my proposed ballot language, which is as <br /> follows: <br /> <br /> <br /> PROPOSAL 2. Initiative and Referendum. Should article XI of the County Charter, <br /> Initiative and Referendum, which authorizes voters to create, approve, or reject laws by <br /> popular vote, be amended? <br /> <br /> PRESENT' PROVISION: Article XI of the County Charter grants voters the powers of <br /> initiative and referendum.
