Normally, to obtain final subdivision approval, the developer must bond all <br /> improvements required by the subdivision code and applicable rezoning ordinance. To <br /> obtain DPW approval of a bond, the developer must normally first get DPW approval of <br /> construction drawings, so that there can be a firm cost estimate. For the Kupulau St. <br /> extension, this normal process is likely to take 12-24 months because of the need for <br /> DPW to agree to design details of the Kupulau extension, a collector road in the General <br /> Plan. <br /> <br /> The cooperation and the coordination of the developer with the county in the Puainako <br /> St. construction caused some delays in this project, and the construction of the Kupulau <br /> extension is a major additional cost not included in the original zoning. To assist the <br /> developer in more promptly obtaining final subdivision approval, this letter presents a <br /> proposed amendment to Bill 292, draft 3, which would allow final subdivision approval <br /> prior to the approval of construction plans and a final cost estimate for the Kupulau <br /> extension, provided that the basic feasibility of constructing the extension without <br /> significant changes to the other subdivision infrastructure that has been approved has <br /> been demonstrated, based on a bond of $3.5 million for the Kupulau St. extension. This <br /> estimate of $3.5 million is based upon a recent cost estimate of about $2500 per lineal <br /> foot for the Kamanu St. extension, times 1000 lineal feet from Puainako St. to the <br /> southern property boundary, plus $1.0 million for the crossing of the Puainako St. <br /> drainage, which is based upon the estimated cost for the other Puainako St. drainage <br /> crossing of this subdivision. <br /> Cionm No. <br /> Ref.
